Mr Grumpy, you are probably right about FISA and campaign finance. But on Iraq, Obama has said for some time that the pace of withdrawal would be gradual and subject to adjustment.
Sept. 26, 2007: "I think it's hard to project four years from now, and I think it would be irresponsible. We don't know what contingency will be out there. I will drastically reduce our presence there to the mission of protecting our embassy, protecting our civilians and making sure that we're carrying out counterterrorism activities there. I believe that we should have all our troops out by 2013, but I don't want to make promises not knowing what the situation's going to be three or four years out."
May 4, 2008: "Of course, I would factor in the possibilities of genocide, and I factored it in when I said that I would begin a phased withdrawal. do you bother to reflect upon your posts at all. your illustrating that early in the campaign, bo could not and would not state with any certainty that the us would be out of iraq before 2013. next you post his commitment to leaving within roughly 16 months. neither statement speaks of stability, in fact he said that he considered the possibility of genocide in proposing 1-2 brigades/16 months. now and only now is there a caveat of stability. until very recently, bo has refused to recognize the success of the surge and still does so grudgingly. with the dems/libs in their entirety bo has previously embraced a strategy that guarantees instability, defeat for the us in the region and the emergence of an iranian sphere of influence from tehran to lebanon. he could be his own game show...will the real bo please stand up!

Obama's statements indicate that the situation in Iraq has not been something predictible, therefore he couldn't say exactly how and when he would initiate and carry out a withdrawal. Now that there's been some movement toward stability, it makes sense that he would take that into consideration and not want to jeopardize it.
