When the white man ruled Rhodesia, it was the "breadbasket of Africa," providing not only enough food for its own needs, but was also the largest (by far) exporter of food in all Africa.

It is BECAUSE Botswana has allowed its approximately 7% European population to remain in control of the means of foreign exchange (read: DIAMOND MINES) that the nation has prospered.

In this regard Botswana is quite similar to - shall we say - Kuwait or the UAE.  The natives of those lands could not have a functioning society (much less a prosperous one) without the white man's leadership and technological prowess.

Foreigners developed the resources, but what's done with the generated wealth is up to the local government. The effects are varied all over Africa and the Middle East, as you pointed out. A lot of factors influence the results, but forward-thinking leaders have been most successful. Botswana and the UAE are examples. Botwana has historically functioned well, both before and after the discovery of diamonds.

I'm not sure what you mean about the European population being in control of the mines. The government of Botswana owns 50% of the largest diamond company in the world (by value). The pro-market policies of the government have encouraged further foreign investment. "By next year, all of De Beers sales – some 45% of total global production – will be marketed in Botswana, rather than London."
