I don't disagree with this idea.  As we all know it is the higher intelligent who are breeding less.  How does the State encourage more breeding by the upper-intelligent among us?  Particularly when women in this group place great importance upon their careers.  And what will be the next step?  Getting the less intelligent to breed less?  And how does the State go about doing that?

There are several ways. One could be exile with reparations combined with negative eugenics (sterilization) for those who elect to stay.

Exile to where?  And what about those that object to sterilization?  This is the stuff of which mass murder by the State is made. 

I have warned you of this: a fine ideology for human existence is not humane where it is contrary to human nature.  As soon as you give the State the power to change human nature you get mass murder regardless of whether the State’s intentions are good or evil.  This is why our Founding Fathers created a government with limited power.

So what do you suggest? That the stupid, the ignorant, the greedy and the criminal be allowed to breed like rabbits? How could anyone object to a program for human betterment?

Perhaps because history has taught us that when the State undertakes the task of making humans better than they happen to be there ends up being millions and millions of deaths as a direct result of State action.
